These figures count reported horses, not necessarily all equids (donkeys and mules). FAO notes that a blank value means no figure was reported, so those countries are not included. Human population figures are mainly from the World Bank; Taiwan and the Cook Islands use official local statistics. Reporting methods and population sources are not perfectly uniform, so per-capita ratios are indicative.
